Oman and Saudi Arabia Approve Mutual Certificates of Origin to Boost Trade
Agreed to mutually recognise each other’s certificates of origin, marking an important step in strengthening trade, supporting industrial projects and improving supply-chain integration between the two nations. The move is expected to reduce administrative costs for manufacturers and make cross-border shipment of goods faster and more efficient.
⭐ Boosting Industrial Coordination and Trade Flow
The announcement came during a coordination committee meeting held in Riyadh on Tuesday, where officials from both countries reviewed joint economic initiatives. Of the 17 integration projects launched so far, six have been completed, while work continues on eleven more.
The Omani delegation was led by H.E. Saleh bin Said Masan, Undersecretary for Commerce and Industry at the Ministry of Commerce, Industry and Investment Promotion. Representing Saudi Arabia was Rakan bin Waddah Tarabzouni, Undersecretary for International Economic Affairs at the Ministry of Economy and Planning.
⭐ Key Industrial Achievements Highlighted
Among the accomplishments discussed was the successful completion of Phase 2 of the Industrial Integration Project, which enables Oman-made products to enter the Saudi market using only an Omani Certificate of Origin. Officials say this development will simplify export procedures and enhance market access for factories in both countries.
Another major milestone was the progress of the Factories of the Future initiative, along with 12 new agreements connecting supply chains between Omani and Saudi manufacturers. These agreements aim to support joint industrial ventures, increase value-added production and strengthen the regional industrial ecosystem.
⭐ Trade Growth and Regulatory Alignment
Bilateral trade between Oman and Saudi Arabia exceeded US$8 billion by the end of 2024, reflecting expanding business networks and deeper economic cooperation.
During the meeting, both sides also signed a memorandum of understanding focused on competition protection and anti-monopoly frameworks. Technical workshops were held to align regulations, enhance expertise and support long-term national strategies such as Oman Vision 2040 and Saudi Vision 2030.
⭐ Future Plans to Improve Industrial Integration
Eng. Jassim bin Saif al Jadidi, Technical Director at the Office of the Undersecretary for Commerce and Industry, described the launch of the second phase of industrial integration in July as a major achievement. He noted that it has improved collaboration in industrial development, strengthened local content and increased alignment in government procurement procedures.
He added that upcoming work will focus on finalising a verification protocol for Certificates of Origin, which will further streamline the movement of goods and support smoother trade processes for manufacturers on both sides.
