“Reasonableness is a side of equality, subsequently, each motion of State or its instrumentality or public authority needs to be knowledgeable of reasonableness. The impugned Regulation 18 of Laws 2023, for the discussions made above, in our opinion, doesn’t go the constitutional muster as per Article 14 of the Structure of India and, accordingly, the identical being manifestly unreasonable and arbitrary, is held to be extremely vires. Regulation 18 of the Graduate Medical Training Regulation, 2023 is, thus, declared extremely vires and, subsequently, invalid,” the courtroom dominated.
